Tier 3 is where games swing, because BO7 is loud and players listen. If you like getting behind people, you can't be clomping around. Dead Silence or Ninja lets you sprint, cut a corner, and actually surprise someone instead of announcing yourself. It's huge for breaking campers too, since they're usually waiting on footsteps more than vision. If you're playing with friends, Combat Scout can do real work. Tagging someone for your team turns messy fights into clean trades, and it makes wallbangs feel a lot less like guessing.
The "best" perk set isn't one list you copy forever. It's a small plan: tank the spam, stay off radar, move quietly, or build for streak denial and team info. Swap based on mode, map, and what's actually killing you that night.
